强化事前防控和源头管理电力生产管理理念
7月27日，三峡总公司安委会召开电力生产专题会议，落实总公司电力生产管理有关精神，分析当前电力生产形势，部署下半年电力生产管理工作任务，以期进一步电力生产管理理念，管理水平，确保三峡――葛洲坝枢纽电站运行。三峡总公司副总经理曹广晶、毕亚雄出席会议并电力生产管理提出了具体要求。
曹广晶在讲话中强调，电力生产是三峡总公司一项重要的工作，也是我们各级管理人员和员工重要的责任，生产无小事。在管理上要树立三峡总公司管理一盘棋思想，强调一体化管理，进一步理顺资产管理关系和责任范围，对存在的隐要限期整改。要高度重视汛后导流底孔封堵、120栈桥拆除、船闸完建、左岸电站装修、防汛工作等对电力生产可能带来的影响。
曹广晶指出，生产既是技术工作也是管理工作，更体现人员的素质和责任意识。“缺陷”要靠技术来保障，“隐、违章”要靠勤检查，要靠我们增强人员的责任意识，完善管理制度。三峡工程管理实现了从“质量事故、事故”向“违章、隐、缺陷”管理的转变，电力生产管理和考核也应努力实现“电力生产运行无事故”的管理理念的。
毕亚雄在讲话中说，作为三峡总公司电力生产经营主体，长江电力各生产单位通过组织春季大检查、生产月、质量管理标准化的自评价等活动，开展隐整改和缺陷处理，应急预案修编与演练，落实度汛措施，做了大量工作，机组等效可用系数均有所，电力生产总体情况是值得肯定的。
毕亚雄强调，要坚持生产为主的方针，坚持事前防控，源头管理。要强化电力生产过程控制，把管理责任落实到电力生产运行、维护、技术改造等各环节；继续加大技术改造力度，加强设备先进性、可靠性研究，加强设备定检工作，改善设备条件和运行环境；要按照电力生产的特点要求，保持电力生产人员队伍、组织机构、规章制度的相对稳定，适应性，并不断完善电力生产体系，确保电力生产运行。
